I'm sorry to hear about your experience. Have you tried reaching out to Fidelity's customer service for assistance with the transfer process? 

 Yes, it’s on TSPs side. Fidelity has great customer service when I spoke with them about it. Unfortunately TSP is government run so 🤷‍♂️
