How so do you think this could be an attack on Bitcoin? 

Curious from your perspective.
I am currently reading this now. I saw Lynn and others released this a few days ago.  

 Lot of controversial things in the paper that are just opinions. This makes the soft fork politics uglier and delays next soft fork. 

 You should file an issue
