 This is simply not true. Pre-existing conditions is a standard exclusion in private health insurance across pretty much every country in the world. 

This is one of the problems of having a health system that relies mainly on private insurance, because it excludes many people of a basic human right.

This is also why a lot of developed countries have good public health systems that would cover those.
