 It's about risk mitigation. Vast majority of public WiFi users use them by direct connection phone,computer-public WiFi.

 Do you disable all connections to GrapheneOS servers? You are afraid of Google servers and you're OK that GrapheneOS and all who are capable to monitor Internet traffic can monitor you?

Using GrapheneOS you're like a beacon.

Even if you use different profiles for different apps data brokers can connect you using unique phone ID.
