Check out WebIndexP2P which does exactly that. Fine tuned private nostr relays would be very similar to wip2p nodes.
Fun fact, Nostr and WebIndexP2P are very similar but different in a few key areas. But Nostr web of trust relays are even closer to WebIndexP2P nodes.
Who here knows that WebIndexP2P uses the same basic signed message concept as Nostr? Verifyable user signed content at the base layer is the only way out of centralized systems.
