All files, esp. images carry the increased expense to remain on-chain and should be costing a heavy premium over financial transaction (at best) or completely filtered of the mempool and not reach the miners to decide (base case)

The network nodes make the value, and must be respected by miners since long term it's better for them too. 

 Look at who the author is and what their motivation is.
