This seemed to not work, so I found the mentioned article. Local/personal account did work then. 
No idea if the command actually changed something.

 @1efe3b1d don't forget to disable WiFi in the beginning, so you'll get a local account. 

 @1efe3b1d personal bookmark: to use a local account during the setup of #Windows11, you'd need to be offline and run "oobe\BypassNRO".
