 Yup! Got it! I think that actually many clients do Following+ for "global". i.e.  "Global" is not the same on all clients. Very few clients do true global. They might from one relay but probably not multiple relays.  It is kinda frustrating for people because everyone is having a completely different experience depending on what relays are default on the client you are using and what they have preset as "global".  There need to be "dials" so you can dial it in to your comfort level!
