 At best, cloud seeding is the penguin on the tip of the iceberg. 
The technology to specifically rain down existing clouds is over 70 years old. 
As long as there is no mention of how to create clouds, move or "hold" them, generate high and low pressure areas by changing temperatures, charge or discharge the atmosphere electrically in a targeted manner, etc., this is unfortunately just a smokescreen in my eyes. 

Only when terms such as "low-frequency standing waves", "scalar interferometry", "high-energy radar", "high-energy chemical lasers" etc. are mentioned does it become really interesting. 😉
