Hamas is fighting an unwinnable war with a much bigger, much more powerful opponent. They are choosing to hide in civilian areas. A ceasefire as possible with a 100% liberation of innocent hostages, and their complete surrender.
The deal was is the table couple of times, Bibi didn't sign, they're chosing to keep this going is beneficial for Bibi to avoid jail

I was under the impression that Hamas didn’t offer complete surrender and return of all hostages. When the deal fell apart, they executed hostages, and Israel began getting sneakier and intensifying their pursuit of complete Hamas annihilation.
