Faculty of Arts, Charles University in Prague.
The perpetrator was history student David Kozák, born in 1999. 
He was not eliminated by the police, but shot himself (shot himself in the throat)
He was equipped with a double-barrelled sniper rifle with a scope.

Police found his father still dead at home. His wife is in an unknown location and is equipped with a similar arsenal. Police are looking for her.
