I now it's not a handheld, but a cheap option for emulation is a used dell optiplex micro with a i6-6xxx and 8gb ram. They're small enough to discretely fit next to a tv and usually sell for around $100 with a plug. They'll get you further than an equally priced pi or odroid. Just check the model. Some have dp, some hdmi, and some a combination.
