 You are actually exactly right. I listened to a podcast with the guy that invented the tech. If the computer couldn't figure it out it went into the system for the human to make the decision. It started when they were scanning old text of books and due to the font the program would get confused. 

 Two days ago I was supposed to select all animals who breed eggs in a captcha. The target pictures all displayed dinosaurs and were visibly AI generated.

I wondered if AI pictures defeated the whole purpose of verifying being a human... But at least I passed the test 😅
