In this case it sounds a lot like the muzzle could well have been the best choice. But the responsibility for that lies with the owner. Not you, not me not the government but the owner who neglected to control his dogs in a suitable manner. The government dictates that dogs must be controlled. It doesn't prescribe a one size fits all method of doing so.
