All over Europe they have the power to do so. They also can open your microphone and listen to you. Ok, I guess you are not a big fish! 
It is very interesting what they can do. 
A German journalist told me once that Germany blocked his passport and when he got out of the airplane, he got arrested and deported. 
I think they can do this with money also. Germany blamed themselves, due to sunctions against Russia, they made the Euros in Russia invalid. I don't understand how that should work.
