Russia's MIC is owned by the State.
US MIC is owned by Blackrock, Statestreet and Vanguard
US MIC delivers an inferior product, in every respect, at 17 times the Russian MIC cost
The only way the US can catch up is:
1.  Nationalize it's MIC 
2. Re-industrialize it's economy.
3. Arrest, try and hang it's Financial Capitalists/Bolsheviks/Neocons
