Switzerland don't give guns like most people understand this. When a Swiss man get out of the Military Active Duty, he become reserve. The government gives him the full Equipment home, also his rifle, not only cloth and boots. The man has the the responsibility to secure it and keep it in good Shape. After his Reserve, he gives it back to the government. 
This is, if Switzerland is attacked, they have the active duty for defense, the reserve very fast ready and the rest they draft in. When they have to come to duty, everything must be ready and the ammo they receive there.
