They've always wanted war. It's the mainstay of their economy, even more than in the US. Same for Ukraine, now. They both have to keep the war going, or their economies collapse. Perpetual war.

Russia was starting to run low on canon fodder, but the North Koreans are stepping in, so they can keep this war going for years, and have no incentive to stop.
