 So because this notice of arrearage provides a detailed breakdown of the charges and the total amount due, it is essentially functioning as a bill? Even though it's technically not a bill, it's effectively serving the same purpose by requesting payment for specific services or goods?
 
 It does say: 
3: within 21 days after you get this notice, you must pay all the support you owe. If you cannot pay all your debt now (insert court contact info) 
 Exactly - a bill is an unconditional demand for payment. Also known as an order. You can find the definitions for "order" in UCC article 3, which is the bible of our currency system's operation.

You have in your hands a bill, and a bill is a negotiable instrument just like the dollars in your pocket - that's right, you have currency in your hand, and you can and should use it to pay that obligation by negotiating it with a special indorsement how I described, without recourse. This settles your legal obligation  
 I was sent 2 of these... send them both in as stated above? 
 And what legal actions can the friend of the court take upon receiving this certified mail? 
 I would send both in.
