Personally, I'd put tax collectors in with sinners even today, but in Roman times, the tax collectors worked with the oppressors (Rome) of the people (Jews).  They would bid for bringing in the most taxes and then get to keep the excess for themselves.  Then they would pillage their own people and give the oppressors a portion.
