I believe because of many different reasons - people are too "civilised" to revolt, they are in a state of paralysis, they will rather keep optin in to trust despite all signs painted in red and large caps because distrust shakes their psychological foundations. It's hard to live with a bad daddy and mommy so a massive cognitive dissonance is better. Germany in the 30s comes to mind.
