You need lots of brown shirts to destroy a country 

 They need to spend billions of tax dollars to collect millions of tax dollars, duh! 

 While printing trillions 

 This is called a virtuous cycle. 

 so they can make sure they don't tax your tips 

 Because it’s not really new employees. It’s backfill for open roles that they never filled and gap coverage for a wave of retirements that is coming. The hiring isn’t all at once but instead takes place over the next 7 years. Overall it’s headcount neutral to a slight increase. 

I’m not a fan of the IRS but this is just a scary number with no context leading to conspiracies.
