stress test  on RELAY without CLOSING THE DOORS
IF we donot allow any ANON  not pre-register npub to reply or broadcast on the nostr gossip then purpose of nostr will be DEFEATED
RATE LIMIT (words, frequency RW, post etc or other  smart way to PREVENT or MITIGATE (but NOT stop) will be solution 
he can reply once or twice is fine - at moment it is just clogging txt bytes in relays DB simialr what ordinals were doing in stuff in blocks
am sure victor n other will find workaround for ALL client / Relays
