Then I hit block on some junk npub in 0xChat and now we're working again. This is reproducible. 

Reporting a user as spam from their profile in Amethyst generates a reporting and a mute event. Approving both in Amber breaks the mute functionality in Amethyst. (You mentioned possible corrupted encryption once before)

After this, block/mute, spammers, and muted words are blank in Amethyst security filters and nothing can be added.

Blocking from another app, 0xChat in this case, gets all of it working again in Amethyst. Something gets straightened out.

Hopefully that helps narrow down what's happening.
