DNS services are probably where they'll start, like they did with kiwifarms. Then they'll stop routing traffic to relays. They'll probably also black hole relay IP addresses. Eventually they'll also use swift credit network bans to prevent Nostr relays from being funded.

Bitcoin helps with some of these, but not all. Decentralization helps with some of these, but not all.
