My thinking is this would make people choose and use way fewer relays. You don't want to be dealing with 20 mints for 20 relays. And fewer relays means less redundancy, security and censorship-resistance, and more centralization.

Could turn into a situation with huge central relays dealing with the money and paying smaller relays to do specific tasks.
