Commoner was at the bottom, basically serving as the "class of not having a class".  Next up were the Expert, Aristocrat, and Warrior.  Finally, there were the spellcasting NPC classes: Adept (both the original and Eberron's variants) and Magewright.  (There was also an article Keith Baker wrote adding a third one, the Gleaner.)
