Resources are a product of civilised people. They don't just exist without people like many think. Without people creating the context for resource being useful to them there are no resources.

People will talk about oil reserves but it means nothing without men to find a use for oil in the first place not to mention men to dig a well for oil, men to build and maintain pipelines, men to drive trucks, etc.

If you live in a lush forest but you don't know how to shape wood or build with wood then trees are no longer a resource. They're a pleasant decoration and manifestation of the universe but they are not resource.
