using silent.link right now as I travel across Eastern Europe from Germany to Latvia. Topped up in Berlin, currently in Vilnius, Lithuania and it has worked for me the entire journey.  Worth noting, as one roams onto different cell networks, it's important to check the rates (price/GB) for each country.
