This is probably a critical thing to get done -- getting relays setup in non-US influenced jurisdictions.

 We don't know. Using child pornography as an example, we can say that most relays block such content. It’s hard to predict what will happen with the text. 
 Nostr itself yes, but most clients and likely most every npub not so much
