From my vantage, the choice is naturally the woman's, the question need naturally be answered by the woman. 

Naturally the woman and her embryo are one, she harms no other with her action concerning herself, and naturally the man that raped her, the thief has no say nor any other.

 Outside of that let God do something and stop trying to mimic or better put mock God by setting controls into redundancy for others from your understanding of your particularly individual vantage point.
