It's a little more nuanced than just copy-pasting nation states into the digital realm. Taken from the book:

"A network state is a highly aligned online community with a capacity for collective action that crowdfunds territory around the world and eventually gains diplomatic recognition from pre-existing states."

Diplomatic recognition is still something I'm not sure is necessary, but it's an interesting model of what "nations" and collective human action could look like in the future.
