This is a very interesting story. But this "honorary" citizenship, although a kind gesture, has no weight in real life application.
Naples is a city in Italy, which really doesn't have sovereignty anymore as it is part of the EU. Individual cities can certainly "honor" someone with a citizenship to their city, but this is purely ceremonial.
People getting citizenship in Italy aren't really getting Italian citizenship, they are getting European citizenship. The courtesy of having the passport written in Italian, only indicates which part of Europe the European citizen is located.
Hopefully Julian will be free one day, and can choose whichever country treats him the best, then become a citizen of that country.
