I've thought about this, still trying to find a logical reason. One theory, their greed, and performance pay that enriches them. I am of the opinion, after the total destruction, they split town to some haven they've created. Sort of like the Island chimps of Martha's Vineyard. They really don't care what happens to the cities. I think they've been told by the  WEF a plan of 15min city replacement, or some other Lie to carry forth Industrial Reset dream.
