False, those that fund both sides of the war (Bankers) extract the wealth from the people, make money (interest) on rebuilding, and gain more political power by installing a puppet government. 

They also intentionally create wars to cover up their agenda of political corruption. They use war as a tool and the plebs as their pawns.
