Same way Cuba is still being punished for Castro's takeover that seized American rich people's assets on the island.  I suspect some people want to create a consequence from history to discourage repetitions elsewhere.  So we do mean things like prevent trade with Puerto Rico except via US flagged vessels or embargo all trade altogether.
