If you can’t have equality of opportunity, then wouldn’t that mean we can’t have fairness either?

Because someone will always have an advantage over someone else (genetics, IQ, upbringing, resources etc) making the playing not perfectly fair 

 Fair is about the rules, and their application 

 Fair rules sounds like equality of opportunity to me. What’s the difference between fairness & equal opportunity?
