Many goods that we think are constructed are actually not constructed but a result of creating the ideal environment for natural processes to occur to produce the desired good e.g chemical compounds

Attempting to construct these chemical compounds in a lab would not be economically feasible & viable. Instead we work with nature for the best desired outcome.

There are certain emergent ideals for civilisation that have resulted from the natural evolution of human action.

Civilisations that have had strong property rights, honesty, savings and hard work ethics as part of their culture thrived and were more abundant than societies that suppressed those factors or tried to ‘construct’ a better system for the betterment of civilisation.

The best we can do for civilisation is create a fair set of rules for everyone to play by. To not reason human action which has no intellectual or predictive value but create an environment that allows natural universal forces to shape human action for the desired outcome.
