Ross hadn't served enough time so it was unpalatable. 
Ross has now done 10 years and I believe that was his deal if he pled at the earliest point to get maximum concessions. Now he's covered that number, it's a much easier sell to a nation of fat dumb Americans who for some reason have the ability to vote in another clown.
