Yes, all of that. Everyone fucking hates regulations because they are all captured, and being monopolies with coercive power, you can't do anything about it except to deal with the tyranny.
The correct way to do regulations is the same way the private sector does certifications. If you don't like them, then choose something else. Those kinds of regulations are reputation-based, and live and die by how much value they add to society.
An example is you wouldn't want to eat unregulated food. But it's even worse when the regulations are corrupt and allow, or even require, poisons to be added to it. A food certification body would not have the power to get away with that, and if they tried, consumers could choose products with a different certification.
