 Immigration processes (like most government processes) are terrible and slow by design. If service is poor and wait times are high, they can get a bigger budget and hire more bureaucrats. An endless cycle.
My humble answer, fire all the bureaucrats and privatize the process. Pay private companies a set amount for each case they handle, and have clawbacks if they admit anyone they should not have or who ends up committing a crime.
