That leverage that is held over those people makes those individuals an indentured servant/slave.
-That power is more valuable than the satisfaction of seeing them punished.
Human nature 101. 
Now zoom out and assume when the world doesn’t make sense, its things like this that are probably the cause.  
Its going to take something interesting to happen to get us out of this cycle.
