Fiatjaf is right. What Moss proposed is not possible without major changes to how nostr works, and they would not be backwards compatible. 

WoT and sharing mute lists is going to be one of the few knobs we can turn. Private relays are going to be important as well, which is one of my only hangups with the outbox model - I want absolute governance of what relays I use. 

It would be cool to see support for using different relays for different feeds. You could cut a lot of shit from happening if you could limit certain conversations to specific relays. If the relays support auth, you could use this for read as well and effectively have a private community.
