Not just downtown but I've been surprised how many areas in Portland OR have homeless camps. One strip was about 1/2 mile long.

The town I grew up in - Milwaukie OR - looked pretty much the same as when I lived there up to 1971. Some new houses - kind of hard to see the one I grew up in due to a huge tree in the way. Still no sidewalk on that street 50 years later.
