 False, The Law is apriori to the state. 
 how so? laws are written by the ruling class to legitimize their oppression of the citizens. 
 A sufficiently oppressed citizenry will revolt. Ruler and subject are always in a power balance.
The universal law preceeds written law and is what all other laws are derived from.  
 Huh? North Korea, Russia, Iran, Afganistan, Turkey, Cuba, Venesuela, the list goes on. The state's law enforcement is just too strong and squashes any dissent at source. There is no balance. Most other countries are ruled by an illusion of freedom. What universal law? God? Been to islamic states? That's even worse. Laws is invented by state to oppress. 
 I guarantee, on an individual level, for a randomly selected person, people in Islamic states, in NK, Russia even, interact and are subject to far FEWER laws than all the countries you did not name. 

In these socieites, the elites and rulers are often directly related to the people by blood. 

You are confusing international politics and your own cultures propaganda with day to day reality.

For example: in Afghanistan, as a stranger , if you were traveling and went on someones land to sleep for a few days, they would invite you to tea, you would make new friends.

In America they would shoot you first and file a police report later. Just the concept and system around land being private property being different, means fewer laws.
