Not intranets.  Though that is private by default.  The whole web can be access controlled.  I set who can see what at the web level.  Private, just for me.  Shared with a friend (think encrypted private chat) or shared with a group (think facebook).

This for me is the natural working of the web.  So I find it hard to explain because Im so used to the paradigm, if that makes sense.
