A lot of "public service" fails faster and more spectacularly because there was never the necessary small-scale "private sector" experiments to show what works and what doesn't. 

On the contrary, people in government simply cannot think on the proper scale, regarding anything. "If all you have is a hammer all problems begin to look like a nail". So public services tend to solve all problems to everyone.'
