My sister, who now lives downtown, was telling me about the drug addicts polluting the area. 

I believed that, since the government isn't taking effective action, it may ultimately fall on property owners to find solutions. 

However, my concern is that when property owners, like the man in this video, come up with ways to address the problem, the government might further infringe on their property rights to side with the addicts
