Here in the big city, its less so. I know a number of people who don't drive. It limits people to live and work in places with good public transport, but its eccentric rather than a disability.

Girls who grew up in urban South Asia mostly don't seem to have learned to drive. I guess when chauffeurs are so cheap, why would you? My wife is going to take lessons this January, but I'm not expecting her to actually get her licence :-p
