Yeah but a tradition would be like the townsfolk getting together on a given day, marching down Main Street singing the Fish Rain Song.

Then the mayor comes out of Town Hall holding arms with the local chaman, he gives a little speech and finally joyously decrees "Let the Quarterly Fish Rain begin!". The chaman does his little Fish Rain dance, the mayor pummels the floor three times with his baton. And boom, fish falls from the sky.

Tradition is maintained, see you next quarter.
